If the choice of a decision-maker could affect the outcome, how are those crucial choices made, and what are the processes in place? This event commences with a presentation by Penny Martin, co-author of 'Selecting International Judges: Principle, Process, and Politics', who will provide an overview of judicial selection procedures, with a focus on those of the International Court of Justice (ICJ) and the International Criminal Court (ICC). It will be followed by a panel discussion on practical insights from the processes in different international courts and tribunals, and the interplay of political, pragmatic and strategic considerations that affect the actors’ choices. The event, which is jointly organised by Ciarb Singapore and the Singapore branch of the International Law Association (SG-ILA), concludes with a networking drinks reception, hosted by Three Crowns. Event Speakers
Rodman Bundy is a senior partner at Squire Patton Boggs (Singapore) LLP, who previously practiced in New York, London and Paris. He specializes in public international law, commercial and investment arbitration, and the upstream oil and gas industry both in contentious proceedings and in an advisory capacity. Mr. Bundy has over 40 years’ experience representing States and multinationals in international dispute resolution, including acting as counsel and advocate in numerous cases before the International Court of Justice, the International Tribunal for the Law of the Sea, the Iran-United States Claims Tribunal and Annex VII (UNCLOS), ICSID, ICC, SIAC and ad hoc arbitral tribunals.
Derek is Deputy Director-General (Economic) at the International Affairs Division of the Attorney-General’s Chambers (AGC) where he oversees the international economic law work of the Division. Prior to joining the AGC in 2009, he was in private practice specialising in international trade law. He was a trade policy official with the Singapore government from 1996 to 1999.
Penny is Counsel in the Singapore office of Three Crowns LLP. She has substantial experience in international commercial arbitration, public international law, and international human rights law. Her primary focus has been on energy-related disputes, including disputes relating to long-term oil and gas agreements (including environmental, abandonment and decommissioning, and cost recovery issues), renewable energy, gas pricing, licensing, and intellectual property. Penny co-authored the leading text on the appointment of international judges titled Selecting International Judges: Principle, Process, and Politics (Oxford University Press, 2010) (with Philippe Sands KC, Professor Kate Malleson and Ruth Mackenzie) and also assisted in the preparation of the report Current
levels of representation of women in human rights organs and mechanisms: ensuring gender balance: Report of the Human Rights Council Advisory Committee, UN Doc. A/HRC/47/51. Penny is admitted to practice in England and Wales and Victoria, Australia.
Charis specialises in international commercial and investor-State arbitration and public international law.
She is admitted in three jurisdictions (Singapore, England & Wales and New York) and her experience includes investment and commercial arbitrations under the rules of major arbitration institutions, including ICSID, ICC, SIAC, HKIAC, KCAB and SCC, as well as ad hoc proceedings under UNCITRAL Rules. Charis is regularly engaged as Counsel and also sits as an Arbitrator. Charis has acted for States in a variety of cases, including in high profile cases before the International Court of Justice (ICJ) and investor-State proceedings. She has also been appointed as a WTO Panellist in a trade dispute. Charis has been named by Who’s Who Legal, GAR, Chambers and Legal 500. An initiative she spearheaded for the training of Government officials was awarded the Asia Pacific FT Innovative Lawyers Award. Charis is also author and co-editor of Investment Protection in Southeast Asia (Brill, 2017).
