President of Ciarb

Ciarb’s President serves as its main ambassador and spokesperson, promoting the principles and practice of arbitration, mediation, adjudication, and other forms of dispute resolution worldwide.  

Appointed by voting members through Branch Chairs, the President holds a one-year term (with Deputy President and Vice President serving in succession roles as required) and may travel globally to support Ciarb’s strategic objectives. 

The President’s key responsibilities are to: 

  • Represent Ciarb to members, industry leaders, governments and professional bodies;
  • Advocate for alternative dispute resolution and promote its benefits at events and conferences;
  • Engage members worldwide, fostering community, diversity and inclusion;
  • Support strategic development, mentorship, and the professional growth of future leaders in the field;
  • Serve as a non-voting member of the Board of Trustees, contributing to governance and reporting on presidential activities.

Cesar Pereira

Cesar Pereira became a Ciarb Fellow in 2013 and a Chartered Arbitrator in 2022. In 2019, he was one of the Fellows who created the Ciarb Brazil Branch and was its first Chair until 2022. He is a Partner at Justen, Pereira, Oliveira & Talamini, widely recognised as one of Brazil’s top law firms in the fields of public procurement and government contracts.

Cesar’s academic background includes an LLM in tax law and a PhD in administrative law. He has served as a Visiting Scholar at Columbia University, University of Nottingham, and George Washington University. His studies in public law and other fields, such as dispute resolution and international contracts, have been published in English, Spanish and Portuguese.

As counsel, arbitrator and a legal expert, his work has focused mostly on government contracts, concessions and public-private partnerships in regulated industries within different jurisdictions across Latin America, Africa, Europe and Asia, and a wide range of institutional rules. He is on the roster of arbitrators in many international arbitral institutions and is the current President of the Court of Arbitration at the Lusaka International Arbitration Centre, Zambia.

In addition to his volunteer work for Ciarb, Cesar is a strong supporter of the Vis Moot and similar initiatives. He sits on the Board of Directors of the Vis East Moot Foundation in Hong Kong and was on the tribunal for the Final Round earlier this year at the Vis Moot in Vienna. He collaborates with the CISG Advisory Council and was the rapporteur for its latest opinion on the application of the CISG Advisory Council to government contracts, which was approved in September in Lisbon.
