Mr. Hoover has been an active Mediator/Arbitrator in Texas and the United States for the past 30+ years having mediated over 5,000 cases and arbitrated to Final Award over 300 cases. Mr. Hoover serves on the American Arbitration Association's (AAA) Mega Construction Industry, Complex Commercial and Energy National Panels. He also serves on the New York based International Center for Dispute Resolution (ICDR) arbitration and mediation Panels. Mr. Hoover is a member of the Texas Chapter of the National Association of Distinguished Neutrals (NADN). He has been licensed to practice law in the State of Texas, USA since 1981, and has represented clients in the banking, construction, real estate, energy, engineering and environmental law industries. Mr. Hoover served as outside General Counsel to Gulf Interstate Engineering Company, a diversified Oil & Gas Pipeline engineering firm headquartered in Houston, Texas, from 1999-2025.
