Richard V. Baus III, Ed.D., CCM, CPE, CPCE, CCE, ENV SP, NCPM, ACIArb is a construction management and cost engineering leader with more than 23 years of experience delivering complex infrastructure, transportation, transit, and heavy civil projects throughout the United States. His experience spans both the contracting and consulting sectors, providing a comprehensive understanding of project delivery, risk management, cost controls, claims mitigation, and dispute resolution.
Dr. Baus currently serves as Estimating Team Lead at Urban Engineers, where he leads the development of construction cost estimates, project controls strategies, constructability reviews, risk assessments, and claims support services for public and private sector clients. His project experience includes transportation agencies, transit authorities, aviation facilities, highways, bridges, rail systems, and major infrastructure programs.
He holds numerous professional credentials, including Certified Construction Manager (CCM), Certified Professional Estimator (CPE), Certified Professional Construction Estimator (CPCE), Claims Consulting Expert (CCE), Envision Sustainability Professional (ENV SP), Nationally Certified Professional in Mediation (NCPM), and Associate Member of the Chartered Institute of Arbitrators (CIArb). His expertise includes construction claims, change order management, cost estimating, project controls, alternative dispute resolution, mediation, constructability analysis, and strategic leadership.
Dr. Baus earned a Bachelor of Science in Construction Management with a minor in Business Administration from Pennsylvania College of Technology, a Master of Business Administration with a specialization in Finance from Holy Family University, and a Doctor of Education in Educational and Organizational Leadership from Holy Family University.
His professional interests focus on advancing construction management practices, improving project outcomes through proactive risk management and dispute avoidance, and developing future leaders within the architecture, engineering, and construction industry.
