Personal bio
Ho Choon is a Chartered Quantity Surveyor with dual qualifications in quantity surveying and construction law, and over 10 years of experience across infrastructure, power, and building projects. He holds memberships and fellowships in several professional bodies in quantity surveying, construction law, and arbitration.
His expertise lies in the preparation, assessment and rebuttal of a broad range of quantum claims, including variations, loss and expense, termination costs, and final account disputes. He has been involved in numerous high-value construction disputes, providing defensible quantum analyses, assisting experts in the preparation of expert reports, rebuttal reports, and joint statements, attending arbitration hearings and expert witness conferencing (hot-tubbing) with the appointed expert.
Further, Ho Choon has extensive practical experience in the administration and interpretation of major standard forms of contract, including FIDIC, PAM, PWD, and JCT. Notably, he is also a FIDIC Certified Contract Manager, with hands-on experience administering and advising on FIDIC-based contracts for complex infrastructure and building projects.
Ho Choon commenced his career in a consultant quantity surveying practice, where he gained comprehensive pre- and post-contract experience across the full project lifecycle. This practical foundation has underpinned his specialist expertise in construction claims, quantum analysis, and dispute resolution. He also holds an LLM in Construction Law and Arbitration from Robert Gordon University, graduating with Distinction and receiving the Society of Construction Law Best Student Prize.
