Biography:

Dr. Khaled Elsaman is a seasoned international dispute resolution professional and Chartered Arbitrator with the Chartered Institute of Arbitrators (M-Fellow CIArb), bringing over 30 years of leadership in contract and commercial management, claims consultancy, and arbitration across major infrastructure, construction, and public-sector programs throughout the MENA region.

Currently serving as Contracts & Claims Department Manager at Worley, Dr. Elsaman leads the PMO for Jeddah Municipality in Saudi Arabia, managing multibillion-riyal drainage and infrastructure portfolios. He has also served in senior capacities as Contracts & Commercial Manager, Consultant, and Deputy Program Director on transformative projects, working with high-profile organizations such as Hill International, AECOM, Técnicas Reunidas, Petrofac, Saudi Oger, FAST Consortium (Riyadh Metro), and the European Commission.

Dr. Elsaman is internationally recognized for his arbitration expertise in complex FIDIC-based construction disputes, government procurement conflicts, and commercial claims. His practice spans institutional and ad hoc proceedings under SCCA, CRCICA, ICC, and UNCITRAL rules. He has been appointed as sole arbitrator, co-arbitrator, mediator, and contract expert, issuing reasoned and enforceable final awards compliant with the New York Convention (1958) and Sharia/civil law requirements.

Academically, he holds a Professional Ph.D. in Project Management and Arbitration Technology, with doctoral research addressing delay analysis, claims strategies, and AI in arbitration. His qualifications include an MBA, an MSc in Construction Management, a Professional Diploma in Arbitration, and certification as a Project Management Professional (PMP)® and Risk Management Professional (PMI-RMP)®. He has also completed the full CIArb–SCCA Accredited Arbitrator Pathway (Modules 1–3).
