Biography:
Dr. Khaled Elsaman is a bilingual Arabic/English Chartered Arbitrator, construction disputes specialist, and senior contracts, claims, and commercial leader with more than 30 years of experience across Saudi Arabia, the GCC, MENA, and Egypt. He is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and a listed arbitrator with the Saudi Center for Commercial Arbitration (SCCA) and the Dubai International Arbitration Centre (DIAC), with recognized standing in both arbitral and technical professional circles.
His practice combines arbitration, engineering, contractual analysis, claims management, and dispute strategy, making him particularly well suited to complex construction, infrastructure, EPC, commercial, and public procurement disputes. He has handled and contributed to the resolution of more than 150 major claims and dispute matters, with an aggregate value exceeding SAR 500 million, covering issues such as contract interpretation, entitlement, delay and disruption, extensions of time, variations, quantum, risk allocation, evidentiary assessment, and procurement-related disputes.
Dr. Elsaman’s expertise is grounded in advanced command of FIDIC Contracts across all principal suites (1999 and 2017 editions), Saudi Arbitration Law, SCCA and DIAC Rules, CIArb practice standards, UNCITRAL frameworks, and the Saudi Government Tenders and Procurement Law (GTPL). He is also registered as a Consultant Engineer and Technical Expert with the Saudi Council of Engineers, and as an Affiliate Valuer with TAQEEM, reinforcing his ability to address disputes that require both legal-procedural judgment and technical engineering insight.
He currently serves in a senior leadership role on the Jeddah Stormwater Drainage Program under WSP / Worley, where he has held the positions of Contracts and Claims Manager and Deputy Program Director. His prior professional experience includes senior roles with Hill International, AECOM, FAST Consortium (Riyadh Metro), Saudi Oger, Técnicas Reunidas, Petrofac, and AIR/USAID, reflecting sustained involvement in major regional and international projects of significant scale, complexity, and strategic importance.
In parallel with his arbitral and professional practice, Dr. Elsaman is the founder of three AI-driven legal and contract governance platforms: KSCCAAMS, KFIDICS, and KGTPLRC128. These platforms focus respectively on arbitration case management and procedural control, FIDIC-based claims and entitlement analysis, and Saudi procurement compliance and contract governance. This work highlights his distinctive contribution at the intersection of arbitration, construction disputes, engineering, and applied legal technology.
