Brigadier General Sherjeel Ashraf Sitara-i-Imtiaz (M)

Brigadier Sherjeel Ashraf (Retd) is a techno-commercial infrastructure leader, civil engineer and dispute-resolution professional with 30 years’ experience across government, contractor, consultant and neutral-adjudicator roles. He has directed infrastructure, engineering and housing portfolios exceeding PKR 300B (USD 1B+).

As former Group Commander at Frontier Works Organization (FWO) and former Commander of NLC Engineers, he led organisations of up to 3,000 professionals and directed 90 major projects worth PKR 175B. Within two years, he secured 42 projects worth PKR 94B and transformed a loss-making engineering business into a PKR 2.7B net-profit operation.

Across FWO and NLC, he led and advised on highways, CPEC corridors, railways, housing, border terminals, runways, desalination facilities, mining concessions and major PPP/BOT programmes. His experience spans the full project lifecycle: feasibility, financial modelling, concession structuring, procurement, EPC delivery, commercial close-out and dispute avoidance.
