Dr. Saif Hamdan is an independent construction and real
estate expert with more than 22 years of experience in large
scale infrastructure, real estate development, and complex
construction disputes across the Middle East. He is regularly
appointed as an expert, arbitrator, and tribunal member in
high value domestic and international disputes involving
delay, disruption, quantum, termination, and defective
works.
His expertise combines technical engineering depth, project
and program management leadership, and extensive
adjudicative experience, enabling him to provide clear,
tribunal focused opinions in complex, document heavy
disputes. He has acted in matters involving government
entities, master developers, contractors, subcontractors, and
investors.
Dr. Saif is particularly experienced in disputes arising under
FIDIC based contracts and bespoke development agreements,
including claims related to time extensions, prolongation
costs, disruption, acceleration, valuation of variations, and
termination consequences.
