Eng. Carine Mukashyaka is a versatile leader with over 14 years of extensive experience in the energy and infrastructure sectors. She has a proven track record in investment management, renewable energy, project development, and public-private partnerships.
Carine began her career in technical roles, initially serving as the engineer in charge of power generation in a cooperative before transitioning to the role of National Counterpart in investment management at EWSA (now Rwanda Energy Group). She has since advanced to senior leadership positions. Throughout her career, Carine has contributed to a wide range of significant projects, including:
*Negotiating numerous Power Purchase Agreements (PPAs) and Concession Agreements (CAs) for small hydro power plants;
*Contributing to large-scale regional hydro projects such as the 200 MW Rusizi III and the 55 MW methane-to-power project PPP Agreements;
*Managing two-stage public-private procurement processes;
*Conducting integrated investment appraisals for a large portfolio of hydro and solar projects;
*Leading tariff negotiations and contributing to supply-demand analyses.
*Currently, Carine serves as Managing Director of ENERGICOTEL PLC( ECTL) and Deputy Group CEO of EPC Africa Group, the parent company of ECTL.
*Over the past eight to 9 years, she has spearheaded several strategic projects in EPCA Group, including:
*Driving business growth;
*Overseeing the development, operation, and maintenance of three small hydro plants;
*Managing rural electrification projects that have connected 9,000 households;
Leading street lighting initiatives across several regions.
*She is currently focused on the business diversification and long-term sustainability of ENERGICOTEL PLC.
*Previously, Carine served as Managing Director at Century Engineering Contractors, where she managed Rwanda’s first marine construction project, involving both onshore and offshore works, while engaging a multinational team and diverse stakeholders.
She has also held leadership roles as Head of Projects and Investment Planning at Energy Development Corporation ( EDCL), a subsidiary of Rwanda Energy Group (REG).
Carine holds a Master’s degree in Business Administration from the Institute of Lay Adventists of Kigali (INILAK) and a Bachelor’s degree in Electrical Engineering from the Kigali Institute of Science and Technology (KIST). She is an active member of several professional organizations, including Energy Private Developers, the Institute of Engineers in Rwanda, and the Chartered Institute of Arbitrators. Passionate about innovation, sustainability, and mentorship, Carine also serves as the Gender Focal Person for the World Bank Group’s Women in Energy Network in Africa (WEN-Africa), advocating for gender inclusion and the empowerment of women in the energy sector.
