Mr Buddhika Perera FCIArb MRICS FCCP PMP MAIQS CQS BSc

Buddhika Perera is a Chartered Quantity Surveyor and Fellow of the Chartered Institute of Arbitrators (FCIArb) with over 18 years of international experience in construction contracts, claims management, and dispute resolution. He holds an LLM in Construction Law and Dispute Resolution and is a FIDIC Certified Contract Manager.

Currently serving as Director at DMD Consult in Qatar, Buddhika acts as a Claims Manager and Dispute Advisor on major developments, including high-value, complex projects. His expertise spans extension of time (EOT) analysis, prolongation cost claims, contract administration, and the preparation of expert reports for arbitration and litigation.

Buddhika has extensive experience advising on FIDIC-based contracts and has worked closely with legal teams, consultants, and project stakeholders to resolve disputes through negotiation, mediation, and formal proceedings. He is recognised for his strategic approach to claims, strong analytical capability, and ability to translate complex contractual issues into clear, persuasive positions.

He also serves as an APC Assessor and contributes to the development of professional standards within the quantity surveying and dispute resolution community.
