Personal bio
A dual-qualified professional bridging the gap between Civil Engineering and Construction Law. Currently serving as a Deputy Engineer at Taiwan High Speed Rail Corporation (THSRC), where I spearhead the strategic development and negotiation of procurement contracts for the next-generation rolling stock.
With a Master of Laws (LLM) focused on Engineering & Construction Law and a Bachelor’s degree in Civil Engineering, I specialize in translating complex technical requirements into robust contractual frameworks. My expertise lies in contract drafting, risk allocation, and consensus-building with international vendors, with a particular focus on dispute avoidance at the pre-signing phase.
Key Expertise:
•Strategic Procurement: Developing core technology and service contracts for high-speed rail systems.
•Contractual Architecture: Proficient in FIDIC (Yellow, Silver, Emerald) and UNCITRAL frameworks.
•ADR & Dispute Avoidance: ACIArb (Associate, CIArb) with deep research into subterranean risks and differing site conditions (DSC).
•Cross-Border Negotiation: Experienced in harmonizing commercial interests with technical feasibility in international EPC environments.
I am committed to advancing professional standards in International Arbitration and delivering excellence in large-scale infrastructure projects.
