Personal bio
Cesar Pereira C.Arb FCIArb is the Ciarb President for 2026. He is a partner at Justen, Pereira, Oliveira & Talamini, Sao Paulo (Brazil), and co-head of his firm’s infrastructure and arbitration practices. He is a Chartered Arbitrator and Fellow of the Chartered Institute of Arbitrators – Ciarb and was the first chairperson of the Ciarb Brazil Branch (2019-2022). His work as counsel, arbitrator or legal expert focuses on infrastructure projects, regulated industries, public procurement, and international sales of goods (CISG), and he has authored or edited articles, book chapters and books in these fields. He holds a doctorate and a master’s degree in public law from PUC-SP, in Brazil, and has been a visiting scholar at Columbia University, University of Nottingham, and George Washington University. He is on the panel of arbitrators of major international arbitral institutions and regularly sits as an arbitrator or represents parties in international commercial arbitration in multiple jurisdictions. He is on the Board of Directors of the Vis East Moot Foundation (Hong Kong). He is a Fellow of the University of Nottingham’s Public Procurement Research Group (PPRG) and is on the editorial board of its Public Procurement Law Review – PPLR. In 2025, he was the rapporteur for the CISG Advisory Council Opinion no. 24 on the application of the CISG to government contracts. Since 2025, he is the President of the Court of the Arbitration of the Lusaka International Arbitration Centre, in Zambia.
