Personal bio
Managing Partner Lubna S. Katbeh is a practicing attorney with around 30 years of experience in Palestine, working in alternative dispute resolution (ADR), legislative drafting, banking and finance, litigation, contracts, consultation, and project management of rule of law projects. Ms. Katbeh is the first Palestinian lawyer appointed as a Court Member at the International Court of Arbitration of the International Chamber of Commerce (ICC), representing Palestine for 3 terms. Ms Katbeh is well acquainted with the local and international legal and judicial systems, and settling disputes on the local, regional, and international level. Appointed in 2018 by the President as an independent Board member to the Palestinian Electricity Regulatory Council 2018. Elected in 2018 as a Commissioner on the board of commissioners, in the Palestine Independent Commission for Human Rights, and represented the PICHR on several conferences and meetings such as the UN – CIDAW presenting the shadow report and commenting on the national efforts to comply with the Convention.
Ms. Katbeh also lectured at Birzeit University Institute of Law, teaching classes such as ADR and Legal Drafting of Contracts for the Professional Diploma Program 2014-2016.
Worked with Palestinian Monetary Authority as Legal Counsel and Secretary of the Board of Directors, Ms. Katbeh was responsible for overseeing the drafting of major economic laws and regulations, including the 2010 Banking Law, the 2012 National Payment Law, the 2011 regulation on Licensing and Supervision on Micro- Finance Institutions, as well as the Central Bank Law draft. Ms Katbeh represented Palestine Water Authority in an international arbitration dispute, and acts as their legal advisor on specific international contracts for more since 2011 up to date. She has extensive experience in construction contracts, especially Fidic, and in adjudication and arbitration in construction contracts.
Ms. Katbeh is involved with commercial arbitration, representing clients in local, regional, and international arbitration, and lecturing at numerous forums and international conferences related to arbitration, trade, and economic development.
