Personal bio
Umer Ghazanfar Malik, PE, FCIArb
As a Consultant in Strategic Remote Project Development and Arbitrator, I bring over three decades of expertise in delivering cost-efficient, high-impact infrastructure projects across some of the most demanding environments and conflict zones. My approach integrates FIDIC-based governance, remote project management, and disciplined execution to achieve measurable cost reductions and schedule certainty—even in resource-limited or geographically isolated regions. I have developed robust systems for remote oversight, dispute prevention, and local capacity building, enabling sustainable progress without compromising quality or compliance.
As a Fellow of the Chartered Institute of Arbitrators (FCIArb) and FIDIC contracts specialist, my professional practice extends globally through roles as an arbitrator, mediator, and dispute board member. I contribute to equitable, enforceable outcomes that maintain relationships while protecting commercial and institutional interests. My ongoing engagements with international organizations, tribunals, and professional bodies reinforce a commitment to the global standards of ethical dispute resolution and transparent project governance.
During my tenure as a serving Colonel in the Pakistan Army, I led the planning, construction, and operational delivery of complex infrastructure projects under domestic, UN, and NATO frameworks—spanning infrastructure development transportation/highways, water supply systems, and strategic housing programs. These assignments demanded agile leadership, mission alignment, and technical precision in high-risk operational contexts. Post-retirement, I continued this trajectory, steering civil and government infrastructure ventures across other regions, where I continue to merge technical, managerial, and diplomatic expertise.
Today, I operate at the intersection of strategy, infrastructure, and dispute resolution—guiding public and private stakeholders toward resilient, cost-optimized, and contractually sound outcomes. My work reflects an integrated vision: transforming complex challenges into structured opportunities through strategic foresight, disciplined governance, and collaborative leadership across local and global landscapes.
As an arbitrator and mediator, Umer Ghazanfar Malik focuses on disputes requiring rigorous technical analysis—including construction defects, project delays, quantum claims, supply chain breaches, and energy project failures. He is adept at dissecting forensic evidence, evaluating expert testimony, and applying industry standards (FIDIC, NEC, BIM) to deliver enforceable, commercially sound awards.
Umer Ghazanfar Malik accepts appointments globally as:
Sole Arbitrator or Co-Arbitrator (technical)
Mediator in engineering disputes
Dispute Board Member (DRB/DAB)
Committed to CIArb’s Code of Ethics, Umer Ghazanfar Malik prioritizes procedural efficiency, impartiality, and clear communication—bridging the gap between legal frameworks and engineering realities.
