A Chartered Civil Engineer and dispute resolution professional with extensive experience in complex infrastructure programmes, capital works delivery, construction disputes and conflict management. Holding a Bachelor of Engineering in Civil Engineering and a Master of Science in Construction Law and Dispute Resolution, Declan combines technical expertise with legal insight to navigate complex contractual and regulatory environments.

As a Chartered Member of the Institution of Engineers of Ireland (CEng MIEI) and a Fellow of the Chartered Institute of Arbitrators (FCIArb), his work spans public and private sector projects, with a focus on resolving disputes efficiently and ethically.

A Member of the Society of Mediators (MSoM) and a Member of the Association for Project Management (MAPM), Declan is committed to collaborative problem‑solving and has facilitated successful mediations in both construction and commercial contexts.
