Personal bio

Nasser Massoud is a strategy and transaction specialist in Public Private Partnerships. His sector coverage is health, education and elderly care. He has over 30 years in partnerships and has worked on landmark transactions. He has experience in many parts of the world including GCC countries (Saudi, UAE, Oman, Kuwait, Qatar), UK, Southern and Central Europe, Jordan, Iraq, Palestine, Egypt, Uzbekistan, Kyrgyzstan, Kazakhstan, and the Caribbean. His transactional experience covers the entire value chain from pre-feasibility to feasibility to procurement and bidding and monitoring.
Nasser has a Masters in Finance from LBS, and a Bachelor’s in Civil Engineering and a Masters in Construction Economics & Management, both from UCL. He is a Chartered Civil Engineer and a Fellow of the Chartered Institute of Arbitrators.
Nasser is Founder and Managing Director of niche advisory firm Concept Realisation headquartered in Dubai, which he founded in 2003.
He sits on boards of directors and advisory boards of several institutions, notably he is a member of the Board of Directors of The Kingdom Health, an investment in a university hospital and medical school by PIF in Jordan; and he is on the International Advisory Board for the MBA Program at the UCL Global School for Healthcare Management.
He is on the Steering Committee of the World Association of PPP Units and Professionals (WAPPP) where he leads the Chapter on Social Sector PPPs and is on the Leadership Team of the MENA Chapter. He is a member of the Working Group of Team of Experts at United Nations Economic Commission for Europe (UNECE) where he was part of the drafting team for Healthcare PPPs, the core drafting team for Policy Guidelines on Digital PPPs for Health, Education and Elderly Care, and is currently leading the drafting of the Guidelines on Fiscal Sustainability of PPPs.
