Matthew is a Chartered Quantity Surveyor and quantum expert with more than 30 years in construction and 13 years in expert witness work. He is Director of ICRS Consult.

He has been appointed as quantum expert in litigation, adjudication and arbitration, and as quantity surveying expert in professional negligence litigation. His reports have addressed interim and final account valuation, Variations under JCT, compensation events under NEC, prolongation, loss and expense, remedial works and the professional duties of quantity surveyors.

He also prepares and defends claims and adjudication submissions for contractors and subcontractors in the UK and the Middle East.
