Personal bio
Angela Liang is the founder of Liang Mediation & Consulting, Inc., a practice devoted to helping parties resolve disputes voluntarily, creatively, and as amicably as possible. An attorney, mediator, and arbitrator with more than 25 years of experience, Angela believes that alternative dispute resolution—not litigation—is the most efficient and cost-effective path toward closure and peace of mind after conflict.
Prior to starting Liang Mediation & Consulting, Inc., Angela was an attorney with the U.S. federal government for 25 years. She served as a trial attorney in the U.S. Department of Justice (DOJ), Civil Rights Division, where she helped enforce the Americans with Disabilities Act to ensure equal access for people with disabilities. She also worked in the DOJ’s Office of Immigration Litigation, and then joined the U.S. Department of Homeland Security as a neutral adjudicator where she issued written decisions for approximately 2,000 cases.
Angela earned a Bachelor of Arts in Psychology from the University of California at Berkeley, a Juris Doctor and a Certificate in Health Care Law from the University of Maryland Carey School of Law, as well as a Certificate in Construction Law & Dispute Resolution from American University’s Washington College of Law’s Center on International Commercial Arbitration. In addition to being an Associate Member of Ciarb, Angela is currently a Board Member of the Maryland State Bar Association's Alternative Dispute Resolution Section and a Member of the International Mediation Institute.
