Samer Bulos is a seasoned strategic leader and Chartered Institute of Arbitrators (CIArb) Associate with over 24 years of international experience spanning renewable energy, infrastructure, defense, technology, and government affairs across the Middle East, Africa, CIS, Europe, and North America.

He has successfully led the full lifecycle development of multi-million-dollar utility-scale wind, solar PV, and battery energy storage (BESS) projects — from early-stage origination, land acquisition, and regulatory negotiation through to financial close, construction, and commercial operations across Uzbekistan, Oman and Jordan, where he negotiated land rights, secured governmental and regulatory approvals, managed Development Finance Institution (DFI) lender relationships, and oversaw EPC and O&M execution.

Samer’s expertise extends beyond energy into high-level government and state protocol, with over a decade of experience in multi-national stakeholder engagement, diplomatic coordination, and strategic program delivery. He has also spent more than eight years enabling and supporting technical security solutions for government, military, and security services in the MENA region, and beyond.

His distinguished career includes senior leadership positions with AMEA Power, Solar Wadi, and Alcazar Energy, where he spearheaded landmark renewable projects across Uzbekistan, Oman, and Jordan. Prior to that, he served in the Royal Hashemite Court as Senior Protocol Officer and Chief Technology Officer (Special Projects), overseeing sovereign technology initiatives and orchestrating high-level diplomatic missions. He is also the cofounder of a defense technology firm with operations spanning multiple high-conflict regions.

Known for his ability to lead complex negotiations, align diverse stakeholders, and deliver strategic outcomes in challenging and politically sensitive environments, Samer brings a unique combination of commercial acumen, geopolitical insight, and governance expertise to his work.
